Rule 142
Procedure on Appropriation Bills
(1) Notwithstanding anything written elsewhere in this regulation, the procedure as written in this paragraph shall be adopted in relation to the Appropriation Bill.
(2) Before presenting the appropriation bill, the Minister of Finance will put forward a proposal to discuss the principles and priorities of the appropriation bill (except the tax proposal) for budget preparation.
(3) The procedure of discussion to be conducted according to sub-rule (2) shall be as determined by the speaker in consultation with the procedure consultation committee.
(4) The discussion according to sub-rule (2) should be completed at least fifteen days before the annual estimate of revenue and expenditure is presented at the meeting.
(5) After the discussion on the annual estimate is over in the meeting, the Minister of Finance will present the appropriation bill based on the discussion as per sub-rule (2).
(6) After the motion to consider the Appropriation Bill is presented, the Speaker shall, in consultation with the Prime Minister or in his absence, any other minister designated by him, appoint a day and time period for discussion and decision on the various topics of the Bill.
(7) Each title specified in the Appropriation Bill shall be discussed separately or grouped.
(8) During the discussion under sub-rule (7), the minister concerned will answer the question raised on any topic at the end of the discussion.
(9) If there is more than one proposal of the same nature among the proposals for reduction of expenses presented on the basis of the party structure in relation to that title before it is presented for decision, only one of them will be discussed and decided.
(10) If separate proposals related to the expenditure amount of the same title are presented, they will be discussed according to the order of the respective titles arranged in the annual estimate.
(11) At the end of the day and time period specified in accordance with sub-rule (6), the speaker will present all the topics that remain to be discussed in the decision-making meeting without discussion.
(12) After making a decision in accordance with sub-rule (11), the Minister of Finance shall present a proposal that the Appropriation Bill be passed. If such a proposal is approved, the Appropriation Bill will be deemed to have been passed.
